Vasken Khabayan Acting Consul General of CanadaConsulate General of Canada in Dallas
Vasken Khabayan joined Global Affairs Canada in 2003 and has been posted to the Consulate General of Canada in Dallas since August 2015. In his role as the Consul for Foreign Policy and Diplomacy Service, he covers public affairs and consular matters for the states of Arkansas, Louisiana, New Mexico, Oklahoma and Texas. He has been the Acting Consul General since mid-August 2017.
Prior to arriving in Dallas, he was posted at the Embassy of Canada in Washington, DC from August 2011 to July 2015. He was responsible for trade policy issues in government procurement, trade in non-agricultural goods, trade remedies and softwood lumber.
In Ottawa he has worked in the Legal Branch of Global Affairs Canada on issues ranging from international criminal and treaty obligations to trade negotiations and WTO disputes. He was a lead negotiator on behalf of Canada in the Dispute Settlement Understanding negotiations at the World Trade Organization and a negotiator and legal counsel in the Canada – European Union Comprehensive Economic Trade Agreement (CETA) negotiations. His previous postings were in New York City (UN) and Geneva (WTO).
Before joining Global Affairs Canada, Mr. Khabayan worked as a lawyer in private practice in Toronto for a number of years, specialising in commercial and insurance litigation. He has a Bachelor of Arts (Political Science) degree from York University and a Bachelor of Laws degree from the University of Toronto
